CPCA Fall Quarterly Meeting and John M. Bailey Seminar
The joint event of the annual John M. Bailey Seminar and Connecticut Police Chiefs Association (CPCA) Fall Quarterly Meeting and Mini-Expo occurred on Tuesday, September 16, 2025, at the Aqua Turf Club in Plantsville, Connecticut. Sponsored by Flock Safety, the event brought together nearly 500 law enforcement officials for a full day of training, networking, and recognition.
The John M. Bailey Seminar—led by the Office of the Chief State’s Attorney in partnership with the Department of Emergency Services and Public Protection and the Police Officer Standards and Training Council (POSTC) Field Services Division—is an annual review of legal developments that impact police policies and practices throughout Connecticut.
The day’s agenda included an update from the Chief State’s Attorney’s Office, the CPCA Fall Business Meeting, and the Mini-Expo, where exhibitors showcased a variety of services and technologies to support modern policing.
Deputy Chief Carl Flemming of the West Haven Police Department accepted the Valor Awards on behalf of Officers Ian Williamson and Makiem Miller.
The CPCA Fall Meeting and John M. Bailey Seminar provided an invaluable opportunity for law enforcement leaders to come together, share knowledge, and strengthen collaboration statewide.
