CPCA Announces 2026 Scholarship Recipients at Annual Meeting

At the CPCA Annual Meeting on June 18, 2026, at the Farmington Polo Club, this year’s recipients of several prestigious scholarships were announced, honoring individuals who exemplify dedication, service, and a commitment to continued learning in public safety and higher education.

Moeller Scholarship Recipients

The Carl Moeller Scholarship supports promising students pursuing higher education. This year, CPCA is pleased to recognize three recipients: William Shine of Willington, Charles Lugo-Uhler of New London, and Anthony Maggipinto of Enfield.

Allen Ervin Memorial Scholarship / Motorola Solutions Criminal Justice Scholarship

Named in honor of a devoted public servant, the Allen Ervin Memorial Scholarship recognizes officers who demonstrate a strong commitment to professional growth. Sergeant Michael Livingston of the Redding Police Department has been selected as this year’s recipient of the Allen Ervin Memorial Scholarship / Motorola Solutions Criminal Justice Scholarship.

 

John Manfredi Memorial Criminal Justice Scholarship

The John Manfredi Memorial Criminal Justice Scholarship is awarded to active police officers in Connecticut who seek to further their education in criminal justice. This year’s scholarship is presented to Lieutenant Mark Connoy of the Plainville Police Department.

 

Robert DiBella Fund Scholarship

The Robert DiBella Fund Scholarship honors officers committed to professional development and leadership. Captain Eric Scorca of the Greenwich Police Department has earned this recognition through his exceptional service and innovative leadership, setting a high standard in law enforcement.
