Connecticut Police Chiefs Association Announces Chief James Heavey as New President

The Connecticut Police Chiefs Association announced Chief James Heavey of the Greenwich Police Department as its new president during the Association’s June Annual Meeting, held at the Farmington Polo Club on June 18, 2026.

Chief Heavey brings more than four decades of law enforcement, military, and community service experience to the role. A lifelong Greenwich resident, he has served as Chief of Police for the Town of Greenwich since November 2011.

He began his career with the Greenwich Police Department as a dispatcher in 1981, became a full-time police officer in 1986, and rose through the ranks to sergeant, lieutenant, captain, deputy chief, and chief.

As chief, he has focused on intelligence-led community policing, technology, and community engagement. During his tenure, Greenwich has been recognized several times among the safest cities in the United States, and the department has been state accredited since 2019.

Chief Heavey is a graduate of Northeastern University, holds a master’s degree in public administration, and has completed advanced training through Roger Williams University and the FBI National Academy.

He also served more than 20 years as a military police officer in the U.S. Army Reserve, including during Operation Desert Shield and Desert Storm, and has volunteered extensively with the American Red Cross, the Glenville Volunteer Fire Company, and Scouting America.
