CPCA Annual Meeting

The Connecticut Police Chiefs Association held its 2026 Annual Meeting on Thursday, June 18, 2026, at the Farmington Polo Club in Farmington, Connecticut. The meeting was sponsored by McGovern MHQ, Inc. The event brought together law enforcement leaders from across the state for professional training, association business, scholarship recognition, and the swearing-in of the 2026–2027 CPCA leadership team.

Training Program

The meeting featured law enforcement training titled Logistics of a Critical Incident, presented by Captain Chris Baker of the Stamford Police Department. The session focused on lessons from a recent multi-hour standoff in Stamford, Connecticut, and provided attendees with practical considerations for managing complex and rapidly evolving public safety incidents.
 

Leadership Transition

The 2026–2027 CPCA Board members were formally inducted during the annual meeting. Chief James Heavey of the Greenwich Police Department was sworn in as the 2026–2027 President of the Connecticut Police Chiefs Association, marking the start of a new leadership year for the organization. Scholarship Recognition

The meeting also included the announcement of this year’s scholarship recipients, recognizing individuals committed to public safety, criminal justice education, leadership, and continued service.

  • John J. Manfredi Memorial/Motorola Solutions Criminal Justice Scholarship: Lieutenant Mark Connoy, Plainville Police Department
  • Robert DiBella Scholarship: Captain Eric Scorca, Greenwich Police Department
  • Allen Ervin Memorial/Motorola Solutions Criminal Justice Scholarship: Sergeant Michael Livingston, Redding Police Department
  • Carl Moller Scholarship: Charles Lugo-Uhler, New London; Anthony Maggipinto, Enfield; and William Shine, Willington

Meeting Speaker

The annual meeting program included remarks from David X. Sullivan, U.S. Attorney for the District of Connecticut, who served as the speaker for the event.

Through its combination of training, leadership transition, scholarship recognition, and statewide engagement, the 2026 CPCA Annual Meeting highlighted the association’s continued commitment to professional development, public service, and the advancement of law enforcement leadership in Connecticut.
